Thatch Water

One of this week's proverbs from Nigeria says "Thatch water can fill the water pot". What's the relevance of "thatch water"?

My understanding of "thatch water" is the water or dew that collects on the roof (made of thatch) of a house. My guess is that this proverb refers either to making do with what you have, or having persistence - as in "little by little" the pot is filled with water. Any other thoughts?
