Every time I am happy receiving the African Proverb List,
but sometimes there are strange characters in the texts (ascii tildes and so on). I think they represent special (accented or other) characters for African languages.
Is there a list for these signs? Because I have to convert them to the signs they really are.l How to do this?

I don't know of a list of special characters particular to African languages. The last proverb list I got (dated had only one special character in it -an apostrophe in the word "n'abakwe". Perhaps you can specify which proverbs came across garbled (with asciis and tildes) and we can compare notes?
